Eugene N.Gatari is a public servant in Rwanda working as the Principal Senior Coordinator for Research and Consultancy at Rwanda Management Institute (RMI).
Eugene is a Harvard University-trained negotiator, law making, water management and development policy expert. Part of his current work at RMI involves, but is not limited to coordinating consultancy, research and advisory services to public, private and CSOs institutions and agencies as well as establishing and nurturing institutional partnerships.
Prior to joining the National Civil Service in Rwanda, Eugene worked as an investment advisory expert to international investors interested in Rwanda, the Seychelles, Tanzania and Burundi. He further worked as a Disarmament, Demobilization and Reintegration (DDR) communications, Policy, Programs and Projects Design Expert for different bi-lateral and multi-lateral agencies in Rwanda, Cote d’Ivoire, Tanzania, Burundi, Senegal, Kenya and Uganda.
Eugene holds an MPA with a focus on Public Policy and Management from the John F. Kennedy School of Government, Harvard University. He is a former Fellow of Harvard’s Mason Program as well as a Gandhi Peace Scholars’ Program alum in the U.S.A.
A former Master’s degree Fulbright Peace and Justice Scholar from the University of San Diego in California, Eugene is also a recipient of “Digital Foundations for Public Services” Certificate offered by EDACY and EPFL College of Management’s Chair of Corporate Strategy and Innovation. Eugene has served on the Board of Rwanda Monitoring and Evaluation Organization (RMEO) and has held membership in similar international organizations such as International Development Evaluation Association (IDEAS), European Evaluation Society (EES) and Africa Evaluation Association (AfrEA).
